V.I. HELP is committed to raising funds and supporting primary medical care for low-income and disadvantaged persons and families of St. Thomas & St. John.  We aim to ensure that the St. Thomas East End Medical Center Corporation (STEEMCC) can continue to thrive and grow and meet the evolving healthcare needs of the people of the Virgin Islands.

Board President

Karl H. Callwood

Founding Member

Karl Callwood is a veteran public servant, environmental advocate, and multimedia creator with over three decades of leadership across government, journalism, marine conservation, and community outreach. He currently serves as Chairperson of the Board of Directors at the St. Thomas East End Medical Center Corporation (STEEMCC). He is also the founder of V.I. HELP, which he launched out of a deep, personal commitment to improving the health and well-being of his community. Mr. Callwood began his public service career in 1989 as Chief of Staff to Senator Celestino A. White, Sr., eventually becoming Director of Public Affairs for the Virgin Islands Legislature. In his legislative roles, he was instrumental in researching and drafting policy for committees including Housing, Parks & Recreation, Labor & Veterans Affairs, and Police. A lifelong SCUBA diver and marine conservationist, Mr. Callwood is a certified PADI Rescue Diver with over 12,000 dives to his name. He is also an award-winning underwater filmmaker and environmental educator. Through his work with the Environmental Rangers and ClimateChangeVI.org, he promotes awareness of the Virgin Islands’ unique ecosystems and environmental heritage. Mr. Callwood’s creative background includes roles as Art Director at St. Thomas Graphics, editor of the People’s Choice newspaper, and founder of local media and publishing ventures. His archived visual and written works have been inducted into the National Archives and the Caribbean Genealogy Library. He serves on the Advisory Board of the CORE Foundation and chairs its Artificial Reef Restoration Site Selection Committee. He is also an environmental film award recipient, youth mentor, and lionfish response diver. Mr. Callwood is deeply committed to public health, education, and environmental justice, and continues to advocate for sustainable development and access to care in the Virgin Islands.

Mario Francis

Founding Member

Mario A. Francis is a lifelong educator, environmentalist, and public advocate whose decades of service span agriculture, youth empowerment, urban forestry, and civic leadership across the U.S. Virgin Islands. He currently serves as Chairman of the Virgin Islands Urban and Community Forestry Council and is the Founder and Program Director of the Junior Gardening & Ecology Academy, a pioneering after-school and summer program focused on environmental education and stewardship. Mr. Francis began his career in natural resource management after earning degrees in Agricultural Science, Landscape Management, and Forestry Technology from the University of the Virgin Islands, Ohio State University, and Hocking College. He has held key roles in both government and nonprofit sectors, including Horticulture Technician at the V.I. Department of Agriculture and Program Coordinator for the American Lung Association’s Indoor Air Quality initiative. An award-winning horticulturist and landscape consultant, Mr. Francis has also served as a legislative assistant, sales manager, and community organizer, with a consistent focus on youth development, environmental justice, and sustainable land use. He has led numerous community-based projects, including native plant restoration, school garden installations, and conservation awareness campaigns. His extensive civic service includes leadership roles in the St. Thomas Audubon Society, V.I. Conservation Society, and the Independent Citizens Movement Party. He has mentored students through the Charlotte Amalie High School mentorship program and played a key role in the creation of the U.S. Virgin Islands Congress of PTSAs. Mr. Francis has been recognized for his contributions to environmental education and public service, and he continues to inspire new generations through his work with students, families, and community leaders. His enduring commitment to ecological sustainability and youth empowerment remains at the heart of his mission.

Lisle Evelyn Jr.​

Founding Member

Lisle is a seasoned emergency medical services (EMS) professional and public sector leader with nearly three decades of experience in prehospital care, EMS education, and emergency preparedness. He currently serves as the Assistant Director of Emergency Medical Services for Virgin Islands Fire and Emergency Medical Services (VIFEMS), where he oversees EMS policy, operations, training, and personnel management across the territory. Lisle holds a Master of Arts in Leadership from the University of the Virgin Islands (2022) and a Bachelor of Science in Emergency Medicine from the University of Pittsburgh (2009). His professional credentials include Certified Public Manager (CPM), Nationally Registered Paramedic (NRP), and multiple instructor-level certifications in life support and EMS education. Prior to his current role, Lisle coordinated the Hospital Preparedness Program for the Virgin Islands Department of Health, served as Chief Flight Medic for Rainbow International Airlines, and led EMS field operations as a paramedic and crew chief. Beyond his professional responsibilities, Lisle is deeply committed to community service. He currently serves as President of the Men’s Fellowship at New Vision Ministries, President of the PTSA at Joseph A. Gomez Elementary School, and as a Board Member for the St. Thomas East End Medical Center Corporation. Lisle is a proud member of several professional organizations, including the National Association of EMTs, National Association of EMS Educators, Pitt Alumni Association, and the International Association of Flight and Critical Care Paramedics.

Chris Popple

Founding Member

Chris Popple is a seasoned executive with over 25 years of leadership experience across biopharma, diagnostics, and healthcare innovation. Known for strategic vision and operational precision, Chris has built a career leading enterprise strategy, corporate development, and transformational growth initiatives for some of the most recognized names in life sciences—including LabCorp, AstraZeneca, MedImmune, and Wyeth. As the Founder of Nexus Collaboration Partners, Chris advises organizations on growth strategy, M&A, and integrated research models across clinical research and healthcare delivery systems. He currently serves as Interim CEO and Executive Board Member of eLux Medical, a dermatology-focused surgical innovation company, and sits on the board of BentoBiology Platforms. He is an Advisory Board Member at TrialBee, a leading digital patient engagement platform. Chris most recently led Corporate Strategy & Development at Javara Research, where he spearheaded partnerships with Federally Qualified Health Centers (FQHCs), expanding clinical research access to more than 2.5 million patients. Previously, at LabCorp, Chris led global site strategy across diagnostics and Covance the drug development organization, forging alliances with biopharma, health systems, and payers. At AstraZeneca, he drove enterprise-level data strategy and trial design optimization, significantly impacting R&D performance. Chris holds a BSc (Hons) in Biochemistry from the University of Leicester and is certified in Six Sigma, APICS CSCP, and project management. He is a frequent speaker and published author on the future of clinical trials, decentralized models, and healthcare innovation.
